In a significant move aimed at bolstering the cooperative sector and promoting ease of doing business, Union Home Minister and Minister of Cooperation, Amit Shah, is poised to inaugurate the digital portal of the Central Registrar of Cooperative Societies (CRCS) office in Pune on August 6. The initiative is a reflection of the Ministry of Cooperation’s dedication to nurturing the cooperative movement, echoing the ideals of Prime Minister Shri Narendra Modi’s “Sahkar se Samridhi” vision.

“With an unwavering commitment to enhancing the cooperative landscape in the country, the Ministry of Cooperation has undertaken various measures to streamline and strengthen the cooperative movement. The computerization of the Central Registrar’s Office stands as a significant stride in this direction, aimed at fostering efficiency, transparency, and accessibility within the cooperative sector”.

The pivotal objectives of the Central Registrar Portal’s computerization are multifaceted, encompassing key aspects of ease of doing business and efficient governance:

  1. Paperless Processing: The transition to a completely paperless application and processing system.
  2. Automatic Compliance: Enabling automatic compliance with the Multi-State Co-operative Societies (MSCS) Act and Rules through advanced software.
  3. Enhanced Ease of Doing Business: Facilitating smoother and more efficient business operations within the cooperative sector.
  4. Digital Communication: Harnessing digital platforms for seamless and transparent communication.
  5. Transparency: Promoting transparency through the digitization of processing procedures.
  6. Improved Analytics and MIS: Enhancing data-driven insights and Management Information Systems for informed decision-making.

The comprehensive Central Registrar Portal will feature a range of essential modules, each serving a distinct purpose in facilitating cooperative activities:

  1. Registration
  2. Amendment of Bye-Laws
  3. Annual Return Filing
  4. Appeal
  5. Audit
  6. Inspection
  7. Inquiry
  8. Arbitration
  9. Winding Up & Liquidation
  10. Ombudsman
  11. Election

The newly developed portal will incorporate recent amendments to the Multi-State Cooperative Societies (MSCS) Act, 2002, and its accompanying rules. This platform will offer a streamlined electronic workflow for time-bound application processing and service requests, including features like OTP-based user registration, compliance validation checks, virtual hearings, issuance of electronic certificates, and seamless electronic communication.

By ushering in this era of digital transformation, the initiative is poised to simplify the registration process for new Multi-State Cooperative Societies (MSCS) and elevate their operational efficiency. The digital ecosystem aims to encompass a wide spectrum of activities, ushering in a new era of convenience and accessibility within the cooperative sector.

The initiative also reflects a collaborative spirit, as evidenced by the ‘Hackathon’ competition organized to solicit innovative ideas from the youth for building the Central Registrar Office portal dashboard. Inputs and feedback from National Cooperative Societies and Multi-State Cooperative Societies were also invited, reflecting a collective effort to shape an effective and responsive digital platform.

“With over 1550 registered Multi-State Cooperative Societies (MSCS) across the nation, the Central Registrar’s Office plays a pivotal role in administering the Multi-State Cooperative Societies (MSCS) Act, 2002. The computerization of this office signifies a momentous leap forward in advancing the cooperative movement and establishing a digital infrastructure to cater to the diverse needs of multi-state cooperatives”.
