AQI Crisis: CAQM Implements Stage-IV GRAP Measures to Tackle Deteriorating Air Quality in NCR

In response to the deteriorating Air Quality Index (AQI) in Delhi, the Sub-Committee for operationalizing the Graded Response Action Plan (GRAP) convened a meeting. The AQI averaged at 454, signaling a concerning decline. Given the persistent unfavorable meteorological conditions, the Sub-Committee unanimously agreed to scrutinize and take necessary actions under Stage IV of GRAP.

Stage-IV Activation: Stringent Measures Implemented

Owing to the escalating AQI, which surged to 463 due to ongoing unfavorable meteorological conditions, the Sub-Committee invoked Stage-IV of GRAP, denoted as ‘Severe+’, as Delhi’s AQI crossed the threshold of 450. This stage, enforced with immediate effect across the entire NCR, amplifies the preventive and restrictive measures, adding to the initiatives under Stages I, II, and III of GRAP.

Urgent 8-Point Action Plan: Mitigation Steps Under Stage-IV

The Stage-IV action plan, comprising eight critical steps, mandates strict adherence from various agencies and Pollution Control Boards (PCBs) in the NCR and DPCC. These measures involve controlling truck traffic, restricting non-essential vehicle entries, halting certain diesel vehicles, banning construction and development activities, and making considerations regarding educational institutions and office operations.

  1. Control Truck Traffic Entry: Allow only essential services and specific fuel trucks to enter Delhi.
  2. Restrict Non-Delhi LCV Entry: Except EVs/CNG/BS-VI diesel vehicles carrying essential goods, disallow non-Delhi registered Light Commercial Vehicles (LCVs) to enter Delhi.
  3. Ban Diesel-Operated Vehicles: Except for essential services, prohibit diesel-operated Medium and Heavy Goods Vehicles in Delhi.
  4. Halt Construction Activities: Cease construction in linear public projects.
  5. Transition to Online Education: Consider online classes for certain school levels in place of physical classes.
  6. Adjust Office Attendance: Encourage 50% workforce presence in offices and enable the rest to work from home.
  7. Government Office Remote Work: Permit work from home for Central Government employees.
  8. Contemplate Emergency Measures: Decide on additional measures like closing educational institutions and odd-even vehicle registration basis for running vehicles.

Citizen’s Role in Mitigating Air Pollution

The Commission for Air Quality Management in NCR urges citizens to comply with GRAP guidelines, emphasizing specific precautions in their Citizen Charter. Individuals are advised to prioritize indoor activities, especially vulnerable groups such as children, the elderly, and those with underlying health conditions, to avoid outdoor exposure during this period of deteriorating air quality.
