A Training Programme on Legislative Drafting will be inaugurated by Shri Amit Shah, Union Home Minister and Minister of Cooperation, in New Delhi on Monday, May 15, 2023.

This Programme has been organized through a collaboration between the Institute of Constitutional and Parliamentary Studies (ICPS) and the Parliamentary Research and Training Institute for Democracies (PRIDE). Its primary objective is to foster an understanding of the principles and practices of legislative drafting among officers of Parliament, State Legislatures, various ministries, statutory bodies, and other government departments.

Legislative drafting plays a crucial role in shaping the interpretation of policies and regulations implemented for the welfare of society and the state. Given that legislative draftsmen are responsible for producing legislation that promotes democratic governance and upholds the rule of law, it is imperative to provide them with regular training to enhance their skills. This training programme will facilitate their capacity building.

The Training Programme on Legislative Drafting will provide participants with comprehensive knowledge and practical insights into the art and science of drafting legislation. It will encompass various aspects, such as understanding the legal framework, legislative language, effective drafting techniques, and the importance of precision and clarity in legislative documents.

During the programme, participants will have the opportunity to learn from renowned experts and experienced practitioners in the field of legislative drafting. They will gain insights into the best practices followed internationally and explore case studies to develop a nuanced understanding of the subject matter.

The training programme aims to equip participants with the necessary tools and techniques to draft legislation that is legally sound, coherent, and aligns with the policy objectives of the government. It will also emphasize the significance of stakeholder consultation, public participation, and the integration of societal perspectives in the legislative process.

By enhancing the drafting skills of officers of Parliament, State Legislatures, and government departments, the programme aims to improve the quality and effectiveness of legislation. This, in turn, will contribute to better governance, transparent decision-making, and the overall development and welfare of the nation.

The Training Programme on Legislative Drafting will be conducted over a period of five days, incorporating interactive sessions, workshops, case studies, and practical exercises. Participants will have the opportunity to engage in discussions, share their experiences, and collaborate with experts and fellow participants.

The inauguration of this training programme by the Union Home Minister and Minister of Cooperation, Shri Amit Shah, highlights the government’s commitment to strengthening the legislative process and ensuring the highest standards of governance. It underscores the significance of continuous learning and skill development in the field of legislative drafting.

The Training Programme on Legislative Drafting holds great promise for enhancing the expertise of participants and enabling them to contribute effectively to the legislative process. By promoting a culture of excellence in legislative drafting, the programme will play a pivotal role in shaping laws that are progressive, just, and reflective of the aspirations of the people.

With the inauguration of this training programme, the government takes a significant step towards empowering its officers and fostering a culture of efficient and effective legislative drafting.
