Expanding Farming Opportunities: The Cultivable Area Impact Of PMKSY.

The Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is an umbrella scheme for agriculture development in India. The scheme consists of two main components: Accelerated Irrigation Benefit Programme (AIBP) and Har Khet Ko Pani (HKKP). HKKP, in turn, has four sub-components: Command Area Development & Water Management (CAD&WM), Surface Minor Irrigation (SMI), Repair, Renovation, and Restoration of Water Bodies (RRR), and Ground Water Development.

The GW Development component has been provisionally approved by the government for ongoing works. PMKSY also includes components being implemented by other departments, such as the Watershed Development component by the Department of Land Resources.

From 2016 to 2022, PMKSY-HKKP has covered 16.42 lakh hectares of cultivable command area, achieved 2.58 lakh hectares of irrigation potential through SMI, 0.84 lakh hectares of irrigation potential through RRR of Water Bodies, and completed 27,962 wells for 70.89 thousand hectares of irrigation potential under GW Development.

An additional 24.35 lakh hectares of irrigation potential has been created under AIBP, and 67.46 lakh hectares have been covered under micro irrigation under the Per Drop More Crop component. The progress of PMKSY is monitored and evaluated by the Development Monitoring and Evaluation Office under NITI Ayog and other authorities and agencies.

In order to reduce the gap between irrigation potential and utilization, the state governments are undertaking command area development and water management works. The central government has been providing partial financial assistance for CAD&WM works under PMKSY since 2016, limited to 85 eligible projects out of 99 priority projects.
