The Ministry of Railways has taken a significant step to optimize the utilization of accommodation in trains by introducing a discounted fare scheme for AC sitting accommodation. This article explores the details of this scheme and the terms and conditions associated with its implementation. With a focus on enhancing passenger experience and promoting affordability, this initiative aims to make train travel more accessible to a wider range of passengers.
Applicability of the Discounted Fare Scheme
The discounted fare scheme will be applicable to the following classes and types of trains:
1. AC Chair Car and Executive Classes
The scheme covers AC Chair Cars and Executive classes of all trains that offer AC sitting accommodation. This includes trains equipped with Anubhuti and Vistadome coaches. Passengers traveling in these classes can avail the benefits of the discounted fare scheme.
2. Occupancy-Based Discounts
The discount, up to a maximum of 25% on the basic fare, will be provided based on the occupancy of the train. The occupancy will be assessed for a specified period, generally the last 30 days. If the occupancy of a particular class falls below 50%, the discount will be applicable.
Terms and Conditions
The Ministry of Railways has laid out the following terms and conditions for the implementation of the discounted fare scheme:
- Consideration of Occupancy: The occupancy levels of the train will be evaluated to determine eligibility for the discounted fare scheme. If the occupancy is less than 50% for the entire journey or specific legs/sections, the discount will be implemented.
- Competitive Fare Criteria: The fares of competitive modes of transport will be taken into account when deciding the quantum of the discount. This ensures that the discounted fare remains competitive and attracts passengers.
- Immediate Implementation: The discounted fare scheme will be implemented with immediate effect. However, passengers who have already booked their tickets will not be eligible for fare refunds.
- Duration of the Scheme: The discounted fare scheme will be initially implemented for a period decided by the Principal Chief Commercial Managers (PCCMs) of the respective zones. The maximum duration of the scheme will be six months from the date of implementation.
- Inter-Zonal Coordination: For trains with inter-zonal O-D pairs/destinations, the discount in fare may be given in consultation with PCCMs of other Zonal Railways or the Managing Director or Chief Commercial Manager (CCM) in the case of KRCL.
- Regular Reviews: The scheme will undergo regular reviews based on occupancy levels. Modifications, extensions, or withdrawals of the discount may be made as deemed necessary.
- Flexi Fare Scheme: In trains where the flexi fare scheme is applicable and the occupancy is poor, the flexi fare scheme may be withdrawn initially to increase occupancy. If the desired improvement is not achieved, the discounted fare scheme may be made applicable in those trains/classes.
- Exemptions and Limitations: The discounted fare scheme will not be applicable to special trains introduced as holiday/festival specials. Additionally, tickets under various concessions, such as PTOs, Rly passes, concessional vouchers, MLA/ex-MLA coupons, warrants, MPs/Ex-MPs, and freedom fighters, will be booked on the original class-wise fare, not the discounted fare.
- Tatkal Quota and Booking: Tatkal quota will not be earmarked for trains where the discount is provided on an end-to-end basis. However, if the discount is given for a part of the journey, the Tatkal quota may not be available for that particular section. The discounted fare will be applicable for tickets booked up to the preparation of the 1st chart and during the current booking. TTEs may also permit onboard booking with a discounted fare.
- Duration of Applicability: The provisions of this discounted fare scheme will be applicable for a period of one year.
