The National Centre for Good Governance (NCGG) commenced its 3rd capacity-building program for senior civil servants of Sri Lanka, from May 13th to May 24th, 2024, at Mussoorie. The program, attended by 41 officers, aims to facilitate knowledge exchange and mutual learning in governance practices and policies between India and Sri Lanka.
Organized by the NCGG, an autonomous institution under the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, and Government of India, the program underscores India’s commitment to fostering closer ties and cooperation with other countries. It aligns with the Indian philosophy of ‘Vasudhaiva Kutumbakam’ (The world is one Family), emphasizing the importance of strengthening bilateral relations for collective progress.
Shri V. Srinivas, Director General of the NCGG and Secretary of the Department of Administration Reform and Public Grievances (DARPG), inaugurated the session. He highlighted the significant milestone achieved with the participation of Sri Lankan civil servants in previous programs and emphasized the commonalities between India and Sri Lanka in governance practices.
Dr. AP Singh, Associate Professor and Course Coordinator, provided an overview of the NCGG’s operational framework and the program’s objectives. Sessions cover a diverse range of topics, including All India Services, Constitutional Foundation of Policy Making, Public Contracts and Policies, and the Role of E-office in Effective Office Administration.
The program explores key policy domains including Skill Development, Agriculture, Disaster Management, and Healthcare initiatives, exemplified by the Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana. Immersive field visits to prestigious institutions and exposure to cutting-edge technologies enrich participants’ understanding of governance mechanisms.
The initiative, in partnership with the Ministry of External Affairs (MEA), underscores India’s commitment to capacity building and fostering cooperation with Sri Lanka and other countries. With expert supervision from Dr. A.P Singh, Dr. M.K Bhandari, and Shri Sanjay Dutt Pant, the program aims to empower civil servants with knowledge and skills to drive transformative governance initiatives in their respective countries.
