Jaipur: In a paradigm shift for the criminal justice system, Prime Minister Narendra Modi addressed the 58th All India Conference of Director Generals/Inspector Generals of Police in Jaipur on January 6 and 7, 2024. The conference, attended by top police officials and dignitaries, centered on the recent enactment of new criminal laws and their implications for law enforcement.
Prime Minister Modi asserted that the new criminal laws represent a fundamental change in approach, aligning with the principles of ‘Citizen First, Dignity First, and Justice First.’ He urged a departure from traditional enforcement methods, emphasizing the need for police to embrace a ‘Data’ approach over the use of ‘Danda’ (force).
“A key focus of the Prime Minister’s address was the empowerment and protection of women. Modi urged police chiefs to sensitize women and girls about their rights under the new laws, fostering an environment where they can work fearlessly ‘kabhi bhi aur kahin bhi’ (anywhere anytime). Strengthening the emotional connection with society, particularly women, emerged as a recurring theme”.
To enhance the positive image of the police, Prime Minister Modi proposed leveraging social media at the grassroots level. He encouraged police stations to disseminate positive information, connect with citizens, and provide advance notice of natural calamities. Modi also recommended organizing sports events to strengthen the bond between citizens and the police.
“The Prime Minister highlighted recent national achievements, including the success of India’s first solar mission, Aditya-L1, and the swift rescue of 21 crew members from a hijacked vessel by the Indian Navy. Modi expressed pride in India’s emerging global profile and urged the police force to transform into a modern, world-class entity to align with the nation’s vision of development by 2047”.
The conference concluded with Prime Minister Modi distributing the Police Medal for Distinguished Services. Attended by top officials, including the Union Home Minister, National Security Advisor, and heads of various police organizations, the event addressed critical aspects of national security, including counter-terrorism strategies, cyber threats, and counter-radicalization initiatives. The hybrid mode facilitated the participation of over 500 police officers from across the country, fostering collaborative discussions on vital issues impacting law enforcement and national security.
