SVAMITVA Scheme: PM Modi to Distribute 58 Lakh Property Cards Online

In a landmark event that underscores India’s ongoing journey towards rural empowerment and governance, Prime Minister Shri Narendra Modi will preside over the e-distribution of SVAMITVA Property Cards on 27th December 2024 (Friday) at 12:30 PM via video conferencing. This significant occasion will witness the distribution of 58 lakh SVAMITVA Property Cards across approximately 50,000 villages in 10 states and two Union Territories, marking a monumental milestone for the SVAMITVA scheme and rural development in India.

A Historic Milestone in Rural Governance

The large-scale distribution will encompass villages in Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Uttar Pradesh, and the Union Territories of Jammu & Kashmir and Ladakh. This event will highlight the scheme’s impressive achievement of surpassing 2 crore property cards prepared and distributed, with over 58 lakh distributed in a single day.

Prime Minister’s Address and Stakeholder Participation

During the virtual ceremony, Prime Minister Modi will interact with selected beneficiaries, sharing their experiences and stories of transformation through the SVAMITVA scheme. The event will feature a nationwide address by the Prime Minister, joined by Union Minister of Panchayati Raj Shri Rajiv Ranjan Singh alias Lalan Singh, Union Minister of State for Panchayati Raj Prof. S. P. Singh Baghel, and Secretary of the Ministry of Panchayati Raj Shri Vivek Bharadwaj. Several Chief Ministers, Union Ministers, senior officials, panchayat representatives, and stakeholders will also attend the event virtually. In addition, 13 Union Ministers will physically participate from various locations across the country to oversee regional distribution ceremonies.

Nationwide Preparations for Transformative Impact

To ensure extensive outreach and maximize awareness, the Ministry of Panchayati Raj, in collaboration with states and Union Territories, will organize orientation programs at around 20,000 locations across the country on 27th December 2024. This initiative aims to educate and engage rural citizens, further strengthening the impact and reach of the SVAMITVA scheme.

Key Achievements Under the SVAMITVA Scheme

The SVAMITVA scheme has consistently achieved remarkable milestones since its inception. Key highlights include:

  • Drone Mapping Coverage: Surveys were completed in 3.17 lakh villages, ensuring accurate mapping and digital record-keeping.
  • Property Card Distribution: Over 2.19 crore property cards have been prepared across 1.49 lakh villages, offering legal recognition of property ownership.
  • Improved Governance: Digitally validated property records have enhanced local governance, contributing to more effective Gram Panchayat Development Plans (GPDPs).
  • Financial Inclusion: Property cards facilitate access to institutional credit, empowering rural citizens with economic opportunities.
  • Women Empowerment: The scheme has promoted legal property ownership for women, enhancing their financial and social security.
  • Dispute Resolution: Accurate mapping and clear property records have significantly reduced land and property disputes.

SVAMITVA: A Transformational Initiative for Rural India

Launched on 24th April 2020 (National Panchayati Raj Day) by Prime Minister Modi, the SVAMITVA scheme aims to provide a “Record of Rights” to property owners in rural Abadi areas through the use of drone and GIS technology. Despite the challenges posed by the COVID-19 pandemic, the first set of property cards was distributed on 11th October 2020, reflecting the Government’s unwavering commitment to rural transformation.

The SVAMITVA scheme epitomizes the Whole-of-Government approach, fostering inter-departmental collaboration to drive financial inclusion, economic growth, and rural stability.
