The newer portion was designed by Stanley Rao in the early 1950s; it is known as The Denham, named after William Denham, the chief architect of Singapore. The older portion was designed by Walter G. Langley in 1929, and was named the International Building after it opened in 1930, replacing a hotel built at the same site in 1887 and called the International Hotel.

One of the earliest buildings in Singapore, it was originally built as the residence of Colonel William Farquhar, a British Resident and Commander-in-Chief of Singapore. The building was also used as a government office during the Japanese Occupation. The building was later leased by the Raffles Hotel & Foundation which has renovated it into an observatory.
